Ainsley A. Henry, J.P.<\/span><\/strong>,\u00a0 <\/span><\/span> Su experiencia en el sector ambiental incluye su rol como Gerente del Programa del exitoso \u201cPlan de Inversi\u00f3n para la Pista Regional del Caribe del Programa Piloto para la Resiliencia Clim\u00e1tica (PPCR)\u201d, financiado por el Fondo de Inversi\u00f3n Clim\u00e1tica y el Banco Interamericano de Desarrollo (BID), e implementado a trav\u00e9s de la Oficina de Investigaci\u00f3n e Innovaci\u00f3n Mona de la Universidad de las Indias Occidentales. Este programa se ejecut\u00f3 en seis pa\u00edses del Caribe: Hait\u00ed, Dominica, Granada, San Vicente, Santa Luc\u00eda y Jamaica.<\/p>\n Al inicio de su carrera, trabaj\u00f3 con la Autoridad de Conservaci\u00f3n de Recursos Naturales (NRCA) y la Agencia Nacional de Medio Ambiente y Planificaci\u00f3n (NEPA), donde ocup\u00f3 diversos cargos, incluyendo oficial ambiental, gerente y director.<\/p>\n Posee una Maestr\u00eda en Filosof\u00eda (M.Phil.) en Gesti\u00f3n Ambiental y una Licenciatura en Ciencias (B.Sc.) con doble especializaci\u00f3n en Bot\u00e1nica y Zoolog\u00eda, ambos t\u00edtulos otorgados por la Universidad de las Indias Occidentales (campus Mona). Su inter\u00e9s y formaci\u00f3n en silvicultura se remontan a sus estudios universitarios, donde curs\u00f3 materias forestales y centr\u00f3 su investigaci\u00f3n de posgrado en humedales, incluidos los manglares.<\/p>\n Ainsley ha ocupado diversos cargos en juntas directivas y es miembro de varias asociaciones. De 2016 a 2024, fue directora del Programa Nacional de Humedales en Costa Rica y Punto Focal Ramsar, desempe\u00f1ando el rol de negociadora en la COP de Ramsar y representante de los pa\u00edses de Centroam\u00e9rica en el Comit\u00e9 Permanente de dicha Convenci\u00f3n por dos periodos consecutivos.\u00a0<\/p>\n Desempe\u00f1\u00f3 roles de coordinaci\u00f3n nacional con m\u00faltiples actores liderando el proceso nacional de Carbono Azul y siendo parte de la creaci\u00f3n de pol\u00edticas y estrategias nacionales y regionales para la conservaci\u00f3n de los humedales y los ecosistemas marino costeros. Adem\u00e1s, ejecut\u00f3 proyectos de cooperaci\u00f3n con organismos internacionales como el Fondo Mundial para el Medio Ambiente, el Fondo Franc\u00e9s para el Medio Ambiente y la Agencia Francesa de Desarrollo.<\/p>\n Anteriormente, Jacklyn fue asesora t\u00e9cnica en el Viceministerio de Agua y Mares de Costa Rica dentro del Ministerio de Ambiente (2012-2015) coordinando procesos marinos y costeros como la Estrategia Nacional de control y vigilancia mar\u00edtima y la Estrategia para el control del pez le\u00f3n y asesorando y fiscalizando delitos ambientales a nivel nacional en el Tribunal Ambiental Administrativo (2009-2012). Anteriormente fue responsable de Programas de aprovechamiento forestal regionalmente en el Sistema Nacional de \u00c1reas de Conservaci\u00f3n, donde form\u00f3 parte de procesos de fiscalizaci\u00f3n forestal y anticorrupci\u00f3n.<\/p>\n Es descendiente de migrantes chinos a trav\u00e9s de sus dos bisabuelos maternos, que viajaron a Centroam\u00e9rica y el Caribe a inicios del siglo XX para mejorar sus condiciones comerciales durante la segunda Guerra Mundial.<\/p>\n Actualmente desempe\u00f1a un rol como referente de la gesti\u00f3n sostenible de los ecosistemas de humedal en el pa\u00eds incluyendo los reservorios de carbono azul. En su trayectoria en el Ministerio del Ambiente, Agua y Transici\u00f3n Ecol\u00f3gica del Ecuador, acompa\u00f1\u00f3 el proceso de elaboraci\u00f3n del Plan Estrat\u00e9gico del Sistema Nacional de \u00c1reas Protegidas 2022\u20132032, particip\u00f3 en la formulaci\u00f3n de planes de manejo de las \u00e1reas protegidas, metodolog\u00edas de zonificaci\u00f3n, herramientas de evaluaci\u00f3n de efectividad y normativa t\u00e9cnica para la gesti\u00f3n de \u00e1reas protegidas.<\/p>\n Asimismo, fue punto focal del Programa de Trabajo sobre \u00c1reas Protegidas (PoWPA) del Convenio sobre la Diversidad Biol\u00f3gica (CDB) y form\u00f3 parte del Grupo de Manejo Efectivo de la Red Latinoamericana de Cooperaci\u00f3n T\u00e9cnica en Parques Nacionales, otras \u00c1reas Protegidas, Flora y Fauna Silvestres (REDPARQUES), promoviendo el fortalecimiento de capacidades y la articulaci\u00f3n regional para la gesti\u00f3n de \u00e1reas protegidas<\/p>\n Entre 2012 y 2025 fue Punto Focal Nacional de la Convenci\u00f3n Ramsar, desde donde coordin\u00f3 la designaci\u00f3n de nuevos sitios como Cuyabeno\u2013Lagartococha\u2013Yasun\u00ed, Yacur\u00ed y Lagunas del Compadre, represent\u00f3 al pa\u00eds en diversas Conferencias de las Partes (COP) y lider\u00f3 la construcci\u00f3n de los Informes Nacionales sobre la implementaci\u00f3n de la Convenci\u00f3n en el Ecuador. Adem\u00e1s, impuls\u00f3 la ejecuci\u00f3n de iniciativas y proyectos regionales para el manejo integral de humedales altoandinos, manglares y ecosistemas coralinos.<\/p>\n Su experiencia se ha
